Unfortunately i've to give some bad news regarding the SNCB locomotives you seek, the're currently unavailable for download.
The author made the discussion to remove these locomotives and most of his other creations from the forums.
However the author made a post in September in which he explains it more thoroughly. I's in Dutch but Google Translate should do a good enough job to understand.
So basiclly you can't download them right now, but they might be somewhere in the future again.
